扶輪地區社會服務研討會 2023

扶輪年度始於每的7月。我們特意於扶輪年度開始之前，籌備了一次大型地區社會服務研究討會，予所有準社長、服務主委及所有對服務有興趣的社員交流和學習的機會，希望激發扶輪社友對來年社會服務的思考。

在研討會中，我們邀請到香港教育大學校長張仁良教授作特別分享嘉賓，分享其對社會服務的想法。緊接著，前地區總監們分享了社會服務的生命週期，由前期計劃到後期執行的注意事項，如甚麼應該鼓勵甚麼應該避免。及後，我們邀請到服務中不同持份者參與坐談會，大談與慈善機構合作時要注意的事項以及如何有效招募更多義工投入服務。

簡單小休過後，便到了分組討論環節。我們從扶輪社過往眾多社會服務中精選了數個非常出色的項目，並邀請項目團隊代表在小組中分享。台上主力分享，台下亦積極回應，場面相當活躍融洽。這些服務受眾廣泛，包括特殊需要人士、長者服務、青年發展等，具備相當的參考價值。

扶輪地區社會服務研討會的成功，除了歸功於一眾籌備幹事外，亦感謝所有分享嘉賓和參與者。相信是次活動能帶給來賓各種思考，期望在未來扶輪年度能見得更豐富多彩的社會服務。

Rotary District Community Service Seminar 2023

The Rotary Year begins in July each year. We purposely prepared a large-scale regional social service seminar before the start of the Rotary year, providing opportunities for all in-coming presidents, service chairs and all those who are interested in service to exchange and learn, hoping to inspire Rotary members to contribute more to social service in the coming year.

In the seminar, we invited Professor Stephen Cheung, President of the Education University of Hong Kong, as a special guest speaker to share his thoughts on social service. Immediately afterwards, past district governors shared the life cycle of social services, from early planning to later implementation, such as what should be encouraged and what should be avoided. Afterwards, we invited different stakeholders in the service sector to participate in discission panels, talking about the points to be paid attention to when cooperating with charitable organizations and how to effectively recruit more volunteers to serve.

After a brief break, it was time for group discussion. We selected several outstanding projects from Rotary Clubs, and invited project team representatives to share. When guest speakers shared on stage, audience responded actively. These services cover a wide-range of service targets, including people with special needs, the elderly, youth development, etc. We believe it has considerable reference value for clubs.

The success of the Rotary District Community Service Seminar is not only the effort by organizers, but also thanks to all the sharing guests and participants. It is believed that this event will bring various values to the guests, and it is hoped that Rotary will have more diverse and rich social service in the future.

2023重點活動之一 : 關注都市人心理健康

都市人工作忙碌，近年越來越多團體關注工作與生活的平衡與健康，引發社會更多關於生理和心理健康的探討和研究。本計劃側重關注社會人士心理健康，期望喚醒社會對精神健康的關注，並切實地幫助有精神需要的人。其中的一個服務，我們將與相關機構合作，為義工安排心理熱線接線服務。透過前期的訓練，義工將掌握有關接線技巧和個案輕重處理等知識，例如了解不同精神困擾狀態、留心警告字眼、如何與情緒不穩的人像朋友般聊天等，以便有效作出安撫慰問、緩解情緒等幫助。完成前期訓練的義工將獲取證書並有機會加入接線服務，切身處地接聽電話和協助跟進個案。緩解心理精神健康是一個漫長和持續的過程。我們需不斷更新自己的知識以應對不同的個案和需要。助人自助，在聆聽與溝通的過程中，相信雙方都有禆益。

A Signature Project 2023 - Concern on mental health

We are increasingly busy with work, leading to a growing interest in work-life balance and health related issue. This has sparked more discussion and research on physical and mental well-being in society. This project aims to address the mental health of individuals, hoping to raise awareness and provide practical assistance to those in need. We will collaborate with relevant service agency to arrange hotline service staffed by volunteers. Through training, volunteers will acquire skills in handling calls and managing different case scenarios, such as understanding various mental distress conditions, recognizing warning signs, and engaging with emotionally unstable individuals in a friendly manner. This will enable them to effectively provide a comforting environment. Volunteers who complete the training will receive certification and may join the hotline service, actively answering calls and following up on cases. Alleviating mental health issues is a slow and ongoing process. We need to continuously update our knowledge to address different cases and needs. By helping others, we also help ourselves; we believe that both parties benefit from the process of listening and enforced communication.

Rotary Volunteer Network

Rotary Volunteer Network, established in August 2023, is a grand network that connects people who are dedicated to volunteering service. We find the right service for the right person, and we find the right person for the right service. Rotary Clubs offer diversity and wide range of community service projects that satisfy the needs of all levels. Upon your registration, we will match the right service to you according to your past experience, availability, ability and interests. From individual Club’s project to signature district events, you will be kept informed. Other than offering volunteering service opportunities, we will also offer relevant training and necessary assistance to volunteers to ensure an overall smooth and fruitful experience. In this way, we aim to develop an influential community service network. We believe that the overall quality of community service can be enhanced through proper resource utilization and hand-in-hand cooperation. Let's work together to build a brighter society !

About Rotary District Community Service Committee

We are part of Rotary District 3450, aiming to strengthen the bonding between Rotary Clubs, and focus on the sharing and education of service projects. We would like to gather groups of friends from all around Rotary involved and participate in different volunteering community service projects. We will establish a structured and complete database that match volunteers with their preference and service projects. We will also hold different services-related workshop periodically and provide platform for volunteers to learn and share the crucial elements in service projects. Through service, we believe that the bonding of Rotarians and volunteers can be strengthened and together we shall bring a positive influence to the community.

在總監李兆民的大力領導下，RVN 於 2023-24 年扶輪成立，它使扶輪社員、扶輪家庭成員和朋友能夠共同致力於社區服務項目。 扶輪區委員會和各扶輪社可以向 RVN 提出即將推出的服務項目，而 RVN 又將向其數據庫中註冊的義工通報服務機會。 RVN 數據庫由扶輪區 3450 總部維護，以確保機密性和數據隱私。

此外，DCSC 於 2023 年 6 月舉辦了地區社區服務研討會，讓扶輪社員了解增強各自服務項目影響力的最新方法。 歡迎扶輪社邀請 DCSC 成員在各社社務會議上就扶輪社的項目生命週期、扶輪展示等進行演講。DCSC 還將在本扶輪年後期舉辦未來3450區及地域項目設計競賽， 歡迎所有扶輪社和扶青社友參加，如果提案隨後獲得通過，競賽獲勝者將有機會領導地區/地域的項目。

Dear Rotarians and friends,

A warm welcome to the webpage of the District Community Service Committee (DCSC) of Rotary District 3450!  We are grateful that you have taken time to understand more about the range of community service offered by volunteers from Rotary clubs, Rotaract clubs, Interact clubs, Rotary Community Corps and the newly formed Rotary Volunteer Network (RVN), in Hong Kong, Macao, Mongolia, Guangdong and beyond. 

Under the capable leadership of District Governor Andy Li, RVN has been formed in Rotary Year 2023-24 and it enables Rotarians, members of Rotary Family and friends to work together on community service projects.  Rotary District’s Committees and clubs can put forward upcoming service projects to the RVN which in turn will inform volunteers registered on its database regarding the service opportunities.  The RVN database is maintained by the head office of Rotary District 3450 to ensure confidentiality and data privacy.

In addition, the DCSC has organized a District Community Service Seminar in June 2023 while Rotarians learnt about latest techniques to enhance impact of their respective service projects.  Rotary clubs are welcomed to invite members of DCSC to deliver presentation at club meetings on the Rotary's Lifecycle of Project, Rotary Showcase etc.  The DCSC will also host a Future District/Area projects design competition in later part of the Rotary Year.  All Rotarians and Rotaractors are welcomed to join and winners of the competition will have a chance to lead the District/Area projects if the proposals are subsequently adopted.

Message from DG Andy Li

Dear Rotarians and Friends,

Thank you for giving me the opportunity to pen my thoughts in District Community Service Committee (DCSC) which I am greatly honored.

I have always been impressed by Rotarians’ staunch compassion to pursue high ideals and standards, fairness, goodwill, and circumstances that beneficial to all concerned when serving the community.  It is this mission and spirit that galvanize us into organizing this Committee which help facilitate our society to understand more about the range of Community Services organized by Rotarians and volunteers from Rotary Clubs, Rotaract Clubs, Interact Clubs, Rotary Community Corps and the newly formed Rotary Volunteer Network (RVN).

The Rotary Theme 2023-24 is “Create Hope in the World” which calls for Rotary to create hope in the world by working for peace and mental wellbeing. I learn that PDG Eugene Fong and his entire team has been dedicating to the newly formed Rotary Volunteer Network and I strongly believe that RVN, which is committed to foster friendship between Rotary family and Community Service Partners and to provide voluntary services to those who are in need.

I wish all the Committee and all its members all the best and, together as a team, we have the power and the faith to create hope in the world. Let us be motivated, inspired and continue to create positive impact in the years ahead.
